

Business Accelerator Programme (BAP 3.0) is an integrated assistance programme aimed to enhance the capabilities of small and medium enterprises (SMEs) through business advisory services and financial support. This programme supports a wide range of capability building initiatives to assist SMEs to grow and expand their businesses locally and globally.

BEEP is a specialised programme aimed to create and develop competitive, resilient and dynamic Bumiputera SMEs through integrated assistance with hand-holding approaches including strengthening SMEs core business, building capacity and capability, increasing productivity and facilitating access to financing.
Online application is open from 2 August 2021 until 30 September 2021.
The Tunas Usahawan Belia Bumiputera (TUBE) programme is an initiative by the Government to encourage youths to venture into business. It was mooted during the Bumiputera Youth Entrepreneurs Congress –in March 2014. During the Closing Ceremony of the Congress on March 29, 2014, YAB Prime Minister announced an allocation of RM10 million for SME Corp. Malaysia to implement the programme in 2014.
Phase & Components
The programme includes both mental and physical endurance, and participants will be exposed to the landscape and challenges of the business world. This will be done through three phases which include:
Programme for Enhancement of Strategic Industry and High Growth Enterprise (PRESTIGE) aims at developing high growth SMEs in strategic sectors such as Medical Devices, Biotechnology, Aerospace, Rail etc. in line with the National Entrepreneurship Policy (DKN 2030).
Scope of Assistance
Matching grant assistance with a maximum of RM500,000 for each participating SME for:
- Product and Process improvement
- Production prototypes and standards
- Product testing and validation
- Compliance and regulatory certification
- Quality Management System and Manufacturing/ Enterprise Resource Planning (MRP/ERP)
- Marketing and promotional activities
Scope of Assistance
- Grant assistance with a maximum of RM200,000 for each innovator/ SME for:
- Intellectual property protection including prior art search;
- Concept design and prototype development;
- Production prototypes and standards;
- Product testing and validation; and
- Compliance and regulatory certification.
- Inclusive Innovation Acquisition Fund (IIAF) of up to RM1 million for the Government to purchase appropriate intellectual property from innovators and place it in open source for free use by the B40 group.
- Support activities:
- Market intelligence and community profiling;
- Pilot projects in the community;
- Learning and training in the use of innovation in the community;
- Access and alignment of innovation to the market through the introduction of products to the market; and
- Outsourcing services in the field of law and specialised expertise).
The Programme aims to provide simplified early-stage assistance for microenterprises to set up and run a business as well as to train the inclusive group including youth, women, B40 and others community to gain new skillset for income generation through entrepreneurship.

What is GrowBiz?
GrowBiz is an initiative under the Micro Entrepreneur Business Development Programme (BizME) by SME Corp. Malaysia which specifically aims to upgrade the knowledge and skills of micro enterprises to facilitate their progression towards becoming small businesses. GrowBiz will be conducted by a qualified Implementation Partner appointed by SME Corp. Malaysia with vast experience on SME business transformation.

Smart Automation Grant (SAG)
SAG is a matching grant for services companies to automate their business processes and move towards digitalisation.
The grant will be used solely to kick start the development and implementation of project by technology to automate the business operations.
- The Applicant must be a company with the registered business activities comprising primarily traditional or non-technology activities from the service sector.
- The companies from the service sector include Retail, Wholesale, Food and Beverages, Tourism, Logistics, Transportation, Education, Healthcare, Real Estate, Professional Services and Financial Services. The list of the services sector will be regularly updated.
What is SME Digitalisation Initiative?
- Grant amounting up to 50% or a maximum of RM 5,000 from total invoice amount

Who is eligible for SME Digitalisation Initiative?
- Available to SME and Cooperative (“Koperasi“”) registered under the relevant laws of Malaysia;
- The SME is at least 60% owned by Malaysian;
- The SME/Coop has been in operation for at least six (6) months; and
- The SME/Coop has minimum average annual sales turnover of RM50, 000.
How do I apply for SME Digitalisation Initiative?
- Application period is subject to fund’s availability
- Application process:
- The Applicant must contact and appoint one or more services of Service Providers listed by MDEC to perform any of the digitalisation services available (maximum of 3 digital services).
- The Applicant must complete and submit the application form together with the required supporting documents to the Service Provider.
- The Service Provider is to submit the application form together with the supporting document to the Bank.
- Once the application is approved, the applicant is responsible to pay the 50% from the total invoice or more which Bank will only make payment 50% or up to RM5, 000.00 to the Service Provider.

Market Development Grant (MDG)
The Market Development Grant (MDG) is a support initiative in the form of a reimbursable grant. MDG was introduced in 2002 with the objective of assisting exporters in their efforts to promote Malaysian made products or services globally. The lifetime limit of MDG is RM300,000 and it is specifically formulated for Malaysian SME Companies, Professional Service Providers, Trade and Industry Associations, Chambers of Commerce, Professional Bodies and Co-operatives.

eTRADE Programme 2.0
eTRADE Programme 2.0 is an enhancement of eTRADE Programme under the RMK-11 with the purpose to accelerate exports via sustained participation in cross-border eCommerce platforms. The programme will continue to assist new companies to onboard cross-border eCommerce platform for export with incentive up to RM5,000 for any cross-border eCommerce platform(s), for one year subscription. At the same time, a new incentive with maximum amount up to RM20,000 per company will be provided to companies that are already doing eCommerce to undertake activities that can sustain their participation in the cross border eCommerce platform. The incentive is to be utilized within one (1) year.
Objectives

- To assist Malaysian SMEs to have sustainable and valuable presence on cross-border eCommerce platforms via activities that can help to maintain their online business such as digital marketing, eCommerce training and online export promotions in order to increase their exposure and business opportunities on cross-border eCommerce platforms
Services Export Fund (SEF)
SEF provides assistance to Malaysian Service Providers (MSPs) to undertake activities to expand and venture into the international market. The assistance is extended in the form of reimbursable grant. The grant disbursed is according to the maximum amount of each activity and up to a total of RM4.3 million per company for the duration of the period 2021-2025
The objectives are:
- To increase the competitiveness of Malaysian Service Providers (MSPs) overseas;
- To increase accessibility and expand export of MSPs in the global market;
- To expand the scope for export promotion to gain market access and export opportunities for services; and
- To raise the profile of Malaysia at the international level as competent service provider and brand Malaysia as a supplier of services.
Other Grants
- Dana Kemakmuran Bumiputera (“DKB”) Programme was launched by Minister in Prime Minister’s Department (Special Taskforce) on 11 August 2020.
- The provision of these funds is up to 10% of the eligible project cost or RM2 million, (whichever is lower), channeled on a “reimbursement basis” to the Company.
- The objectives of DKB:
- To support in the form of “tipping points” or catalysts for qualified Bumiputera companies to explore new investments in strategic sectors.
- To create more employment opportunities at all levels of employment among Bumiputera.
- To achieve sustainable economic growth through business expansion programs.
Who is eligible for Dana Kemakmuran Bumiputera Programme?
- The Company is a first time applicant.
- The Company must be incorporated in Malaysia under the Companies Act 2016.
- 100% owned by Bumiputera.
- The Chief Executive Officer / Managing Director / Majority of Top Management are Bumiputera.
- Project progress does not exceed 30% of the total project development at the time the application is received.

Who is eligible for the Aerospace Matching Grant?
- Applications are open to any Bumiputera Aerospace SMEs in Malaysia and having business in the aerospace manufacturing and services.
- The scope of the Grant must be within the framework of the priority areas as follows:
- Technical training of Malaysians for new projects;
- R&D which covers jigs & fixtures design fabrication, first article, raw material, engineering wages etc.;
- CAPEX for new machinery/equipment/ tooling/ jigs & fixtures/ mould & die /IT hardware/software/ other related expenses;
- Customer approval on processes; and
- First product qualification & approval; accreditation/ certification/licensing.

- Latex Production Incentive Programme (Insentif Pengeluaran Lateks) is an initiative to motivate the smallholders to shift from producing cuplump to latex which can contribute to better income.
- Participation:
- Every participating smallholder will receive one-off assistance in the form of agricultural inputs such as fertilizers and pesticides worth RM850.00 per hectare. Participants will also receive incentives of RM1.00 per kilogram for 100% Dry Rubber Content (DRC).
- Participating Cooperatives/Rubber dealers will benefit from the newly-built or upgrade of their rubber collection center and be given RRIMeterTM to measure the DRC, subject to agreed terms and conditions. Training on latex- handling will be provided by MRB.
- Objective of this initiative is:
- To increase nation’s annual latex production by 30% to 40,000 tonnes to increase supply of latex to the rubber downstream sector.
- To increase income of smallholders by producing latex.
- To create an efficient model of latex supply chain.
Who is eligible for IPL?
- For smallholders:
- Malaysian citizen and hold a rubber transaction authority permit (PATG)
- Own a matured rubber plantation of less than 100 acres (40.47 ha) and producing latex
- Sell latex to rubber dealers who use RRIMniagaTM
- For Cooperatives/ Rubber dealers:
- Own a buying and selling license of rubber from MRB
- Transactions must be conducted through RRIMniagaTM
How do I apply for IPL?
- Application period for this initiative is from 1st January to 31st December 2022
- Application Process:
- For smallholders: IPL payments will be automatically transferred to qualified rubber smallholders accounts. As such, rubber smallholders must sell directly to cooperatives/rubber dealers who use RRIMniagaTM system.
- For Cooperatives/ Rubber dealers: Cooperatives/rubber dealers are required to submit the application form to join the IPL Program at any nearby MRB offices in Peninsular Malaysia.
