From April 18th to 21st, the Boao Forum for Asia 2021 annual meeting will be held in

Recently, on the eve of the Boao Forum for Asia Annual Conference 2021, Chi Fulin,
Dean of the China (Hainan) Institute for Reform and Development, said in an interview
with a reporter from Hainan Daily that the holding of the Boao Forum for Asia Annual
Conference this year has released three important signals: The first is to highlight the
greater need for extensive international cooperation and exchanges under the
epidemic; the second is that under the complex and changeable international

Hainan? Chi Fulin gave his answer: learn from the internationally renowned economic
forum-the Davos Forum.
“I participated in the Davos Forum in the early 1990s. I didn’t expect that this forum

“I personally feel that the forum’s annual conference is playing an increasingly

Chi Fulin said.
The theme of the Boao Forum for Asia 2021 Annual Conference is “The Great

Chi Fulin suggested that Hainan should strengthen its ties with the international

observed that the Hainan Free Trade Port was built. Since its inception, more and more
companies have come to Hainan to invest and start businesses, which reflects that
investors are very confident in Hainan’s development prospects.
Chi Fulin believes that with the acceleration of the construction of a free trade port,
Hainan is playing an increasingly important role in my country’s comprehensive
deepening of reform and opening up and high-quality development. For example, in the
future, Hainan will strengthen economic and trade cooperation and cultural exchanges
with Southeast Asian countries, build a regional market for ASEAN, and become an
important starting point for my country to deepen economic and trade cooperation with
ASEAN.

markets, including the intersection of commodities, talents and other factors.” Chi Fulin
said, for example, with the rapid development of the digital economy, some companies

4月18日至21日，博鳌亚洲论坛2021年年会将在海南博鳌举行。今年的年会有“两个特
殊”：一是这将是疫情背景下今年世界上首个以线下会议为主的大型国际会议；二是博鳌
亚洲论坛迎来成立20周年。
近日，在博鳌亚洲论坛2021年年会召开前夕，中国（海南）改革发展研究院院长迟福
林接受海南日报记者采访时表示，今年博鳌亚洲论坛年会的举办，释放出三个重要信号：
一是凸显疫情下更需要广泛的国际合作和交流；二是在复杂多变的国际经济政治格局下，
论坛年会将对亚洲以及全球性的重大国际经济话题进行讨论并产生正能量；三是论坛年会
是在中国加快构建以国内大循环为主体、国内国际双循环相互促进的新发展格局背景下举
办的，将对中国在新发展阶段如何更好地实现对外开放，更好地推进区域合作，更好地推
进经济全球化等一系列重大问题进行深入探讨。
值得注意的是，他认为，20年来，海南借力博鳌亚洲论坛不断提升知名度和影响力，
为建设自由贸易港奠定了坚实基础。未来，在新发展格局中，海南有望成为中国与东盟市

新机遇 论坛不断提升海南受关注度
20年来，作为博鳌亚洲论坛年会的“老熟人”，迟福林从最初的论坛成立大会，到每一
次的年会，都全程参与，一次不落。
为何博鳌亚洲论坛年会选择在海南的一个边陲小镇举办？迟福林给出了他的答案：借
鉴国际知名的经济论坛——达沃斯论坛。
“20世纪90年代初我就参加过达沃斯论坛，没有想到，这个在瑞士一个小镇举办的论
坛能够成为全球最受关注的论坛。”迟福林直言，随着达沃斯论坛影响力的逐步扩大，小
镇达沃斯逐步依托旅游业，成为全球著名的滑雪胜地、旅游胜地。在海南举办博鳌亚洲论
坛年会，正是借鉴了达沃斯论坛的成功经验。
迟福林认为，海南属于岛屿经济体，自身市场小，难以形成内在的发展推动。“受关
注度与知名度的提升，是岛屿经济体加快发展的重要密钥。博鳌亚洲论坛成立20年来，海
南不断进入国内国际关切的视野，为海南自由贸易港建设奠定了基础。”迟福林说，近3年
来，海南的地缘优势、资源优势等持续发挥作用，海南迎来了历史性发展机遇。
新使命 论坛将推动我国双循环新发展格局建立
迟福林认为，20年来，博鳌亚洲论坛既是中国改革开放的见证者也是推动者，日渐成
为中国推进改革开放的重要平台。
“我亲身感受到论坛年会发挥的作用和影响力越来越大，年会话题从立足亚洲到聚焦
全球，20年来，参与的国家和人员更加广泛，年会不仅传递中国市场投资动向，也是国家
重要的外交平台。”迟福林说。
博鳌亚洲论坛2021年年会主题为“世界大变局：共襄全球治理盛举 合奏‘一带一路’强
音”。
迟福林认为，当前，在经济全球化迎来新挑战的背景下，博鳌亚洲论坛更有特殊的历
史作用。一是在全球公共卫生防疫体系建设方面大有文章可做，未来海南自贸港在疫情研
究和热带疾病研究等方面都将有涉及，论坛将探讨如何在联合抗疫中促进全球经济一体化
。二是本届博鳌亚洲论坛年会是在中国加快构建以国内大循环为主体、国内国际双循环相
互促进的新发展格局背景下举办的一次重要会议，与会嘉宾将深入探讨如何推进区域合作
、如何推进经济全球化等重大问题。
新征程 借力论坛加快海南自贸港建设进程
迟福林建议，海南通过举办论坛年会加强与国际社会的联系，不仅要做好论坛的接待
服务工作，更要在论坛上发出海南声音，使论坛成为海南连接亚洲、连接世界的一个重要
平台，同时通过加强与论坛秘书处的沟通协作，积极发挥作用，这对于海南提升自身的区
域影响力，加快推进自由贸易港建设都能发挥重要作用。
“最近，德国海德堡一个医学博士找到我，他希望在海南成立口腔护理医院；日本一
位投资者也希望在海南成立医疗健康检查和癌症治疗机构。”迟福林观察到，海南自贸港
建设启动以来，来海南投资创业的企业越来越多，这反映出投资者对海南的发展前景很有
信心。
迟福林认为，随着自由贸易港建设的加快推进，海南在我国全面深化改革开放和高质
量发展中扮演着越来越重要的角色。比如，未来海南将加强与东南亚国家的经贸合作和人
文交流，建设面向东盟的区域性市场，成为我国深化与东盟经贸合作关系的重要抓手。
“未来，海南有望成为中国与东盟市场的交汇点，包括商品、人才等要素的交汇点。”
迟福林表示，比如，当前数字经济快速发展，一些企业可能会在海南建立面向东盟的总部
，利用海南自贸港政策，建立数字经济和跨境电商发展平台；中国鼓励更多企业“走出去”
，海南也可以成为面向东盟的一个区域性市场。
